NRA weighs in on key employer health care issues

The National Restaurant Association, through the Employers for Flexibility in Health Care Coalition, filed comments yesterday with the Internal Revenue Service and the Health and Human Services Department in response to the agencies' request for input on key employer issues under the 2010 health care law.

Topics addressed included two major reporting requirements for employers (one for employers with self-insured plans, the other for all large employers) and how to calculate a "minimum value" for health plans that the law will require covered employers to offer to full-time employees starting in 2014.

Among extensive comments, the NRA and coalition urged the agencies to write employer rules as a whole, rather than piecemeal, and give employers sufficient transition time to implement regulations once issued.

"We are increasingly concerned that formal guidance or rules on the employer ... requirements have not been issued," the coalition noted. Read the comments.
