Judy Mulcahy

Chief Operating Officer

Judy Mulcahy serves as the Chief Operating Officer (COO) of the National Restaurant Association, where she oversees day-to-day operations to ensure alignment of the Association’s people, processes, and systems with long-term strategic goals.

Prior to joining the National Restaurant Association, Mulcahy served as served as COO of the leading automotive trade association, Auto Innovators, from its inception in 2020. She has more than 25 years of senior leadership experience across trade associations, non-profits, government contracting, engineering, and manufacturing. In her previous role, she worked closely with the President and CEO to lead strategic planning efforts that supported the organization's long-term success and alignment with industry trends.

Her background encompasses strategic planning, human resources, business development, finance, and organizational development. As COO, she oversaw all HR functions—including talent acquisition, staff development, and fostering a positive workplace culture—while managing budgeting, regulatory compliance, and facilities operations, including oversight of satellite offices. She was instrumental in refining operational processes to improve efficiency, profitability, and employee productivity.

She has led initiatives in organizational restructuring, membership growth, and the development of non-dues revenue streams. She has also played a central role in business administration, mergers and acquisitions, and contract negotiations. Her leadership integrated these elements into a cohesive, mission-driven approach that strengthened the association’s reach and value to its members and stakeholders.

Mulcahy received her B.A. in Personneland Industrial Relations from the University of Cincinnati.  She is an advocate and board member for the Multiple Sclerosis Society.
